I certainly don't think he'd try to cause a riot. He's not exactly the most cooperative person, but his goal here isn't to cause some sort of massive incident putting other people's lives at stake. [Tony's more of a hero than he gives himself credit for, and Charles couldn't be less concerned about the idea of him trying to enable someone to overthrow the Admiral or hurt others. He's more likely to try and stop it.

He had a fairly antagonistic relationship with Erik Lensherr - Erik's my closest friend from back home - but I think I managed to convince Tony to give him space. He hasn't antagonized Loki or Blonsky too much, but he certainly has an issue with not knowing when to let things go.
